L1 USB Fingerprint Scanners: What L1 and RD Service Mean
Short answer: an L1 USB fingerprint scanner is a UIDAI registered device that encrypts your fingerprint inside the scanner hardware before it reaches the PC or phone, which is the security level Aadhaar authentication has moved to. RD service is the maker's software that connects the scanner to apps such as AePS banking, eKYC and Aadhaar attendance portals. On our store L1 fingerprint scanners cost ₹3,500 to ₹4,500, and an RD service iris scanner costs ₹4,799; prices include GST and delivery across India is free.
What does L1 mean on a fingerprint scanner?
For Aadhaar authentication, UIDAI only accepts biometrics captured by a registered device. Registered devices come in levels:
- L0: the fingerprint is signed and encrypted by software running on the host computer or phone.
- L1: the signing and encryption happen inside a secure part of the scanner itself, so the raw fingerprint never sits unprotected on the host.
UIDAI has moved Aadhaar authentication to L1 devices, and many service apps now accept only L1 scanners. If you are buying today for any Aadhaar-linked work, buy L1. "STQC certified" on a listing means the model has been tested by STQC, the government body that certifies these devices.
What is RD service and do I need it?
RD stands for Registered Device. The RD service is a small driver and service program from the scanner's maker. You install it on the Windows PC or Android phone, register the scanner, and from then on any authorised app (bank, CSC portal, attendance portal) asks the RD service for a fingerprint. The app never talks to the scanner directly.
You need RD service for anything Aadhaar-based. You do not need it if the scanner is only for enrolling staff into ordinary attendance software, or for fingerprint login in a desktop program that supports the scanner. Some makers support RD service for a fixed period and charge for renewal later, so ask about validity when you buy.
Where are L1 USB scanners used?
- Banking correspondents and CSC operators for AePS cash withdrawal, balance enquiry and account opening by eKYC.
- Mobile shops and SIM retailers for Aadhaar-based customer verification.
- Government offices and schools that mark Aadhaar-based attendance on a PC or tablet.
- Pension and life certificate work, and other services that ask for Aadhaar fingerprint verification.

- Install the maker's L1 RD service for your operating system and the scanner model.
- Register the device in the RD service as the maker instructs, and confirm it shows as ready.
- Open your bank, CSC or attendance application, choose the scanner, and do a test capture.
- Keep the glass clean with a dry soft cloth; most failed captures are dirty glass or dry fingers.

FAQ
What is the difference between L0 and L1 fingerprint scanners?
Both are UIDAI registered devices. An L1 scanner encrypts the fingerprint inside the scanner hardware; an L0 scanner does it in software on the computer or phone. L1 is the current level for Aadhaar authentication.
Is RD service required for a fingerprint scanner?
Yes, for any Aadhaar-based work such as AePS, eKYC or Aadhaar attendance. For ordinary attendance software or PC login, RD service is not needed.
Does the Mantra MFS 1100 L1 work with an Android phone?
Its listing states compatibility with Windows, Linux and Android. On a phone you connect it by USB, usually with an OTG adapter, and install the RD service app.
What is the price of an L1 fingerprint scanner?
On our store the Mantra MFS 1100 L1 costs ₹3,500 and the Precision PB1000 L1 costs ₹4,500, including GST.
Can I use the Secureye S-K100 for Aadhaar authentication?
It is not listed as an L1 registered device. Use it for enrolling staff into attendance software or fingerprint login on Windows, and choose an L1 scanner for Aadhaar work.
Why does my scanner keep failing to read fingerprints?
Usually dry, worn or dirty fingers, or a dirty scanner glass. Clean the glass, press the finger flat, and for people whose fingerprints fail repeatedly use an iris scanner where the app allows.
